auto temp ll

I have a 1973 Imperial and the auto temp ll is not working. The compressor comes on but there is no blower. There is only 15 inches of vacuum coming from the engine. Could that be the reason. Any help I will be forever thankful. I had the servo rebuilt by George Murray so I don't think that is the problem. JIM
