What the heck is oozing out here?

What is this thing that appears to be part of the AC in the car? Is that stuff oozing out or is it some sort of insulation around it that is dissolving?

Yikes! No idea. Did it just start or has it been like that?

It's not any contents oozing out. It's the foam or rubber silencer/insulation melting and disintegrating. After all these years/decades, engine compartment heat has taken its toll.

Any idea what the consistency was when this was new? Think it's probably time to scrape it off and get some new padding, but would like it to be as close to original as possible.
