Yes I would say bumper has to come off and there are 3 nuts from inside the trunk.

i would have guessed that too, but No. I have the bumper off of my 66 LeBaron parts car and the screw heads are nowhere to be found. Looks like you have to pry up the inner fender well to get to it.
